As Constructed Submissions
Where applicants are required to submit As Constructed information to Council as part of the development application process, Council has adopted Asset Design As Constructed (ADAC), a non-proprietary data specification and transport format (XML), for the description and transmission of asset design and as constructed data.
Council has recently upgraded to ADAC Version 5.0.1 and all development approvals issued after
31 December 2020 that involve Council infrastructure or infrastructure that will become a Council asset, will require the submission of ADAC Version 5.0.1 XML files in GDA2020. Where an applicant does not have the capacity to produce version 5.0.1 XML files due to 3rd Party Software constraints this must be noted in the As Constructed Submission email.
All As Constructed submissions must be sent to Enquiries@rrc.qld.gov.au and prepared in accordance with Council’s As Constructed Requirements and ADAC XML Submission Guidelines.(PDF, 2MB)

If required, an AutoCAD Design template is also available by emailing GIS@rrc.qld.gov.au.
In addition to a valid and complete set ADAC XML files, the following documents, where applicable, must be submitted to and approved by Council prior to accepting the works as ‘on defects’:
- Engineering Construction and Supervision Certificates - confirmation that the works have been completed in accordance with the approved conditions and/or drawings and technical specifications – signed by a Registered Professional Engineer of Queensland (RPEQ); and
- Test Results (for example: compaction certificates of fill material, road sub-grades test results).
Please note: For development approvals issued prior to 31 December 2020, consultants and developers may elect to use the previous ADAC versions, 4.0, 4.1 or 4.2. Manuals and supporting documentation is available by emailing GIS@rrc.qld.gov.au.
