Allocations & Trading
Fitzroy River Water operates and maintains the water supply and water infrastructure for the Rockhampton Region and is responsible for the administration of water allocations and seasonal water assignments from the Fitzroy River Barrage Water Supply Scheme.
Owners of water allocations are able to draw an allocated amount of raw water from the Fitzroy River within the Barrage area in accordance with legislative and contract requirements as defined in The Water Plan (Fitzroy Basin) 2011 prepared under the provisions of the Water Act 2000.
As at 1 July 2024 there are approximately 303 medium priority water allocation holders within the scheme that have a combined annual allocation of 11,760ML and two high priority water allocation holders with total annual allocation of 100ML.
Permanent Transfer Process
- Buying customer is to complete and submit a Standard Water Supply Contract Application Form(PDF, 306KB) and pay the associated administration fee.
- Should the buying customer not hold a Debtor account with RRC a Debtor Credit Account Application Form will need to be completed and submitted with the Standard Water Supply Contract Application form.
- The seller must pay any outstanding amounts that maybe on their Debtor account.
- FRW will email a Supply Contract to be signed to the buying customer.
- Upon return of the signed Supply Contract, FRW will issue a form W2F152 form - Notice to registrar of water allocations of existance of supply contract with the new allocation holder details on it, along with the fully signed Standard Water Supply Contract.
- This form will need to be submitted to Titles Queensland. Other forms and payment of fees may be required by Titles Queensland as part of the finalisation.
Once the transfer is complete, FRW will need to receive a copy of the Registration Confirmation Statement to update the allocation holder details.
Temporary Transfer Process
A temporary transfer/seasonal water assignment (SWA) enables two allocation holders to transfer all or part of their water allocation to one another within a current water year (July-June). A new application is required each year.
- The assignee (buyer) must already be a water allocation holder.
- The assignee or assignor (seller) is to complete and submit a Seasonal Water Assignment Transfer Form and pay the associated administration fee.
- The buyer and seller must acknowledge that their nominal volume will increase or decrease by the nominated transfer amount for the period of time that the approval exists.
- FRW will email through a SWA permit to the assignee and an SWA notice to the assignor once processed.
Amalgamate or sub-divide Process
- The allocation holder must complete and submit the Standard Water Supply Contract Amalgamation/Subdivision Form(PDF, 384KB) and pay the associated administration fee.
- A copy of the dealing certificate must also be submitted with the application, this can be obtained from the Department of Regional Development, Manufacturing and Water.
- FRW will email a Supply Contract for all allocations to be signed by the allocation holder.
- Upon return of the signed Supply Contracts, FRW will issue a form W2F152 Form Notice to registrar of water allocations of existence of supply contract along with the fully signed Standard Water Supply Contacts.
- This form will need to be submitted to Titles Queensland. Other forms and payment of fees may be required by Titles Queensland as part of the finalisation
